Helping households recover from disasters and building the capacity of the broader community to withstand future disruptions.

To accomplish our mission, MARC operates three interconnected program areas: Case Management, Construction Management, and Community Empowerment. Together, these programs create a holistic framework that supports both individual recovery and long-term community well-being.

Case Management

MARC’s Disaster Case Management Program helps households navigate complex recovery challenges and build long-term stability. Through a comprehensive needs assessment and weighted vulnerability scoring system, case managers identify barriers, prioritize assistance, and develop individualized recovery plans for each household.

MARC’s case managers are local residents who bring both professional expertise and a deep understanding of the community. This relationship-based approach helps our clients feel safe sharing their experiences and supported by people who understand the realities of rural life. The program focuses on connecting families with resources that address both disaster-related and underlying needs, including housing repair and replacement, rental assistance, utilities, food security, household goods, legal advocacy, mental health services, and financial assistance.

Construction Management

MARC’s Construction Management Program provides expert guidance and project oversight for housing rehabilitation and resilience-focused construction projects. The program helps homeowners navigate what can often be an overwhelming and unfamiliar process by providing technical expertise, quality control, contractor coordination, and project management support, thereby reducing decision fatigue for families who are already exhausted and in crisis. 

Projects may be completed through licensed subcontractors, volunteer labor, or MARC’s in-house carpentry team, depending on the scope of work and available resources. Beyond rebuilding what was lost, the program also prioritizes resilient construction practices that help protect homes from future disasters. Whether repairing storm damage or implementing mitigation and fortification measures, the Construction Management Program serves as a trusted advocate for homeowners and a steward of community investment.

Resilient Homes Initiative

The Resilient Homes Initiative is a specialized component of MARC’s Construction Management Program focused on strengthening Madison County’s housing stock. The initiative identifies homes that are vulnerable to future weather events and invests in strategic replacement, repair, and mitigation measures that reduce risk and improve long-term safety.

Rather than simply restoring homes to their pre-disaster condition, the initiative seeks opportunities to rebuild smarter.

Community Empowerment

The Community Empowerment Program recognizes that resilience is not built solely through housing recovery. This program creates opportunities that strengthen individual and community well-being before, during, and after times of crisis. This program grew out of MARC’s role following Hurricane Helene, when we convened survivors, local leaders, nonprofit organizations, and response agencies through regular community meetings. The gatherings became an important source of information, problem-solving, and emotional support for residents navigating recovery. 

In 2025, we held nine community meetings and two resource fairs. In 2026, we are working with local first responders to provide residents with the opportunity to attend Community Emergency Response Team (CERT) training and building a county-wide interactive asset map.


To qualify for 2026 MARC services, you must meeting the following basic requirements:

__ Household income under 120% AMI

__ Your household was impacted by Hurricane Helene

__ You are still struggling to make repairs or overcome obstacles related to the storm
